ipppd's debconf magic writes config files in which it doesn't enclose
usernames in quotes. Instead, it seems to escape certain characters
(like the "at" sign @) by prefixing a backslash. However, the current
script messes up when the username contains a pound sign / hash / sharp
character (#). Probably, ipppd thinks the hash starts a comment.
Adding quotes around the username makes both ipppd.ippp0 and pap-secrets
work as expected.
