pg_createcluster has a --encoding option but no --locale option. That seems
inconsistent and error prone. Users should normally not be mucking with the
encoding directly. I realize that you can set the locale in the environment,
but I don't necessarily want to run pg_createcluster in that locale, but the
database server. It would also be useful to have the --lc-* options that
initdb provides.
