I have just downloaded ESR's book with the command:
wget --mirror http://www.catb.org/~esr/writings/taoup/html/
So I have this tree structure:

I point galeon at file://home/joey/tmp . Click on the www.catb.org.
Click on the %7Eesr. Error dialog says file "/home/joey/tmp/www.catb.org/~esr"
cannot be found. Galeon is unescaping the "%7E" from the filename, of course
that won't work.
Mozilla does not have this problem, when I use its file browsing interface
(the one with the collapsing directories, quite a bit different from
galeon's).
