file shows this as a latin encoded file.
all other .desktop files are us-ascii or utf-8.
Would be nice to changed this file to utf-8 format too.

- The messages from qwordtrans have been converted to latin1. And the
latin1 call to local8Bit() has been replaced for the messages translated
by gettext.
- The welcome message has been fixed, which was not displayed correctly
on a
UTF-8 environment.
- The HTML welcome messages have been recoded to UTF-8, and it gets
converted the current locale when it is displayed.

* Removed Javier Viñuales from Uploaders: he has not uploaded for a long
