Hi. The GPL requires that I provide the source code for a work if I
am going to provide binaries for that work.
In particular it defines source code as:
The source code for a work means the preferred form of the work for
making modifications to it. For an executable work, complete source
code means all the source code for all modules it contains, plus any
associated interface definition files, plus the scripts used to
control compilation and installation of the executable. However, as a
special exception, the source code distributed need not include
anything that is normally distributed (in either source or binary
form) with the major components (compiler, kernel, and so on) of the
operating system on which the executable runs, unless that component
itself accompanies the executable.
I believe that this definition of source code includes all the
programs used during the building of a package. I.E. I should be able
to take the source code for a program and have all the stuff I need to
build that program.
PGI claims to support building source CDs that provide the source
code of packages installed by the system. It does not include enough
source code however.
In particular it does not seem to include source code for the
recursive build dependencies of packages for which source code is
included.
Ultimately the responsibility for GPL compliance lies with the user of
PGI not with the PGI developers. However, PGI has features--namely
the creation of source code CDs--and documentation that would lead
most users to believe that PGI will meet their GPL obligations if they
build source CDs for the binary packages they install.
I believe that almost all users of PGI who do not generate complete
archives will fall into this trap and will end up violating the GPL
with the best of intentions.
As such, I believe that this is a RC failure. I understand that there
is some subjectivity in whether this bug is RC and wouldn't mind too
much if a maintainer after careful review disagreed that this was an
RC issue.
Possible solutions include:
* Including recursive build dependencies of source packages in the set
of packages for which source is provided
* Clearly and prominently documenting this issue and warning users
that PGI does not solve this issue for them.

pgi has been unmaintained for ages, got removed from Debian sarge/sid
in 2004 and only exists in woody which is now no longer supported.
