if dpkg-buildpackage -us -uc is interrupted during the wget, and you
restart it, the build will fail.

This is from not checking the return value of
        
        tar -zxvf $(SRC_DIR)/$(filename)

Basically when your restart it 
        if [ ! -f $(SRC_DIR)/$(filename) ];
is false, so it moves right to tar, which will fail because the download
is incomplete.

The nvidia-glx-src package was only in the woody release which is no
longer supported.  The package is called nvidia-graphics-drivers now.
I'm closing your bug in the assumption that it doesn't apply to
nvidia-graphics-drivers but please let me know if that's not correct.
