As above this package isn't present in testing or unstable.  Are there any 
replacement packages?

A search on google shows that this "used" to be on testing and unstable, but 
this has disapeared.

Would it be possible for missing packages like this one to be handled by apt in 
some way?  Has
this package been deprecated ?

Yes, this package has been removed.  It has been superseded by
