Hi,

I'm not sure if this should be filed against unixodbc or libsqliteodbc,
or it's not a bug.

The sqlite driver would use dlopen("libodbcinst.so",...), but this file is
in unixodbc-dev instead of unixodc. If the unixodbc-dev is not installed,
libsqliteodbc would fall back silently, ignore everything in odbc.ini,
and use the default value (which is supposed to be wrong) instead.
