Mozilla and mozilla-snapshot fails to show a scrollbar with an iframe
scrolling="yes".
There should be a inactive scroller if scrolling="yes" and the page is
smaller than iframe size.
It can be tested in mozilla's own functional tests:

http://www.htmlcodetutorial.com/frames/_IFRAME_SCROLLING.html)
If you can please (ask us to) re-open the bug and reassign it to
iceape-browser.
