When trying to click on tactical overview (tac.cgi) apache offers the file for 
download.
If the cgi is accessed directly 
(http://nagios.domain.com/cgi-bin/nagios2/tac.gi) we get the
same behaviour. If, a arbitrary parameter is added 
(http://nagios.domain.com/cgi-bin/nagios2/tac.cgi?q=1)
the cgi is executed and outputs normal html reports.

strange... well i guess we have one more bug to blame on the gremlins in
the machine :)  i'll close the bug then, and if it ever recurs
we can revisit it at that point.
