I'm not sure it's a bug because my scanner is not supported by sane.
But it was working with the previous version (0.103-2) of udev.
The unofficial driver was working (http://pixma-mp600.sourceforge.jp/)
but now I've a permission problem :

$ scanimage -L

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

$ su
# scanimage -L
[pixma-0.12.2] NOTE: Device with unknown product ID found!
[pixma-0.12.2] NOTE: Product ID 4a9:1715 is Canon PIXMA MP180
[pixma-0.12.2] NOTE: Please report the product ID!

It's working in root. So I change the permissions :

# chmod 664 /proc/bus/usb/002/002
# chgrp scanner /proc/bus/usb/002/002
# exit

Now it's working with a normal user :

$ scanimage -L
[pixma-0.12.2] NOTE: Device with unknown product ID found!
[pixma-0.12.2] NOTE: Product ID 4a9:1715 is Canon PIXMA MP180

udev only controls /dev/bus/usb/ and anyway only does whatever you or
some other package configure it to do.
