If the codecs are already downloaded (file exists), the script refuses to 
install the codecs package if invoked by 
'/usr/share/mplayer/scripts/binary_codecs.sh install'.

In INSTALL() (line 57) it creates a backup (.bak) of the codecs package file 
and in UNPACK() (line 87) it does not install the package if its backup is 
identical to the codecs package (and exists).

Wget does not download anything, because the file is already complete (that's 
why the backup is identical to the codecs package).

And ... the file exists already because the script downloaded it (at first-time
execution) and terminated unexpected because bzip2 was not installed on which 
'tar --bzip2 ...' (line 105) depends on.

Manually installing bzip2 and delete/re-download the file solves the
problem.
