I have noticed this on two different systems now.

Unfortunately I cannot reproduce the problems.

When running the postinst script, mysql said it was stopping the server,
but never tried to restart it.

This caused other postinst scripts of other packages to fail.

I can't believe that I am the only person to have experienced this
issue, but reporting the bug all the same.

Looking at the postinst script, I would speculate it had something
to do with the /etc/mysql/dpkg__mysql_should_be_started file.
