Tracker should recommend or depend on libpoppler0c2-glib because without
it, it wont index any pdf documents.

It already does: http://packages.debian.org/unstable/utils/tracker
libpoppler is only used though to extract pdf metadata.
To actually index pdf content install poppler-utils | xpdf-utils.
