What I was doing:  Building PHP 5.2 from source for Ubuntu, and
configure requested that  the libcurl distribution be  reinstalled.I
installed libcurl--openssl-dev,  tried  configure again, but received
the same error, as follows:
    configure: error: Please reinstall the libcurl distribution - easy.h
should be in <curl-dir>/include/curl/

I then tried to install php5-curl: 
     sudo apt-get install php5-curl
and that is when I received the error message.

Uninstall all dotdeb packages and install php5 from debian.  Or you only
debdot packages.  Don't mix those two together, it will create only mess
as you can see in your example.
