"Not-for-us", and now an rc bug fix doesn't go to Etch.

Done by AJ.
But, NFU should *not* be used for cases like this. Instead, if the
package is unsupported on s390, the source package should fail to build
it (and afterwards, NFU could be used to prevent wasting buildd power on
it, but *not before*). If not, it shouldn't be in NFU either, and simply
built for s390.
