netgame can generate solved puzzles.  You can easily observe this by
repeatedly generating 2x1 or 1x2 puzzles until you see the one and only sink
lit up at the start.  When this happens, no flash occurs until you unsolve the
puzzle by rotating one of the tiles, and resolve the puzzle by rotating it
back.

It doesn't actually matter much if netgame can generate solved puzzles; doing
so on any reasonable puzzle size should prove highly improbable.  However, on
the off chance netgame does so, it should indicate this by flashing
immediately.
