I repeatedly pressed 'F8' (Nice +) while trying to slow down a piggy
task. It goes to 20 and beyond. 'F7' (Nice -) will go under -20 too.
Nothing bad happens, eventually 'htop' just rewrites the '25' (or
whatever) as a '19'.
Still, it'd be better if 'F7' and 'F8' stopped at -20 and 19 or whatever
the OS's boundary limits are.
