one assigned by IANA for boinc.

I know 1043 conflicts with some abusive software from microsoft, but this is not
an issue on debian systems is it? :)

I don't think it is of any value if we keep this bug open in our BTS. If you 
want to pursue this you should report a ticket in upstream's BTS 
(http://boinc.berkeley.edu/trac/) and try to convince them yourself.
I'm closing this bug report now.
