When mozilla mail is used with narrow windows (smaller than about 800 pix wide),
or if it is used in non-full-screen mode and made narrow,
then you often lose the scroll bar for the message selection window.
I suspect that if the length of subject + sender + date + ... > window size,
the GUI puts up the header information instead of the scroll bar,
however for those of us with more than 10 messages in our mailbox,
the scroll bar is clearly more important.
It seems very reproducible -- just drag the corner of the window
to narrow the window. My GUI is set to display
subject, junk-mail-flag, sender, read-flag, date, size, flag-flag,
and "label".
Just a FYI, but I see the same behaviour on Red-Hat Enterprise
edition, at work.

In iceape, which now replaces mozilla, it is due to the search bar. If
you go in View > Show / Hide to hide it, you can resize the window
without losing the scrollbar.
I think it is fair to close this bug considering the search bar becomes
unuseable at the moment you resize the window such as to have the
scrollbar disappear.
However, if you feel this is important to you, I would suggest you to
file an enhancement request on bugzilla.mozilla.org.
