postgresql-7.4 was automatically installed as a "recommended" dependency
when I installed gallery2 (because I didn't pay attention.) I purged it
and noticed that the user and group it created upon installation were still
present and hadn't been deleted upon removal of the package.

This is deliberate. It is bad practice and sometimes even dangerous to
automatically remove system users on package purge.
