The pkg-config file shipped with libgdiplus requires cairo, whose
pkg-config file is installed with libcairo1-dev. There's no reason to
require libcairo1-dev with libgdiplus, so we should rather move the
pkg-config file into a new libgdiplus-dev package, which'll depend on
libcairo1-dev.
Otherwise, pkg-config --list-all fails, rightfully complaining about
missing dependency in libgdiplus's .pc file.
