pcsc-tools Depends: on libpcsclite1
libpcsclite1 Recommends: pcscd
So you really should install pcscd.
You can't use your smart card reader or any other program using
libpcsclite1 if a smart card reader driver is not installed.
I do not consider this a bug, and close it.
