SASL EXTERNAL authentication isn't available when OpenLDAP is built
against GNU TLS. It took me longer than it should to find this message
which explains in excellent detail why not:

The slapd currently distributed in Debian is built against OpenSSL and
therefore supports SASL EXTERNAL. GnuTLS support is scheduled to be
reintroduced after the upstream production 2.4 release, and I believe that
new code will support SASL EXTERNAL. I believe this bug is therefore now
resolved.
