Well, the ntpctl error message should be beefed up to give the same level
of information as the tpctl error message.
And the tpctl error message should mention typical reasons for the
problem, though maybe I will find them if I look in the docs.

This package has been removed from Debian unstable. I'm therefore
closing this bug report. The package has been removed because it's
obsolete (see #415126).
