If an input file contains non-ASCII characters they will be
interpreted as iso8859-1 characters regardless of the locale
or %charset commands.  The %m17n command is not supported either.

I think this is just the way it is configured, because from the
documentation, mgp clearly has had working support for multiple input
encodings in the past.
