Currently, any debconf-updatepo call changes that field, which clutters svn
logs (and Ubuntu diffs, again).
As it is now recommended to run debconf-updatepo in the clean target of
debian/rules, that also clutters logs on revision control systems.
Please consider not changing this when nothing changes. Of course, that
may mean requesting for such change in msgmerge..:-)

As discussed during DebConf, I could not reproduce this, and po-debconf
behave as expected when no strings change.
The problem was probably due to #427146, causing a change in the
POT's Report-MsgId-Bugs-To field, which could not be ignored.
