Hi,
changing the target of /usr/bin/python to another Python release is not
supported behaviour. If you want to change the default version of Python on
Debian yourself (which you shouldn't), you had better change the packages
"python" and "python-minimal".
Sorry, but 2.4 is still the default version in Debian.

BTW: Every package that uses pycentral will fail to install, not only
python-qt3.
