Considering that I personally generated most of the files contained in
this package, and that I've never been to North Carolina, of all places,
this would appear to be incorrect.  Could you please replace this file
with the one from

  git.freedesktop.org/git/xorg/font/encodings/COPYING

I've just modified it, so please make sure you git pull first.
