O update-notifier não está atualizando a lista de pacotes quando inicio
uma sessão do GNOME.
Ele é iniciado! inclusive quando rodo "aptitude update" ele notifica que há
atualizações disponíveis, porém tenho que atualizar a lista de pacotes
manualmente.

This bug says that update-notifier does not update the packages list on
startup. It does not indeed, since this is suposed to happen in an APT
cron job.
Semente =),
O update-notifier usa o cron job /etc/cron.daily/apt para atualizar a
lista. Você pode customizar o cron job para rodar mais frequentemente,
se achar melhor.
