There is no configuration file in /etc/default/ to set the variable
"HWCLOCKPARS" which is used in files "/etc/init.d/hwclock.sh" and
"/etc/init.d/hwclockfirst.sh". I have to edit these files after every
upgrade of the package "util-linux".

The name of the file is /etc/default/rcS
