Prboom depends on doom-wad, which can be resolved by installing
doom-wad-shareware or freedoom. I think it should only be recommended,
since if someone has the original WAD game files, neither of the above
packages are required for prboom to work. By default it installs
freedoom, which I don't think the majority of people installing prboom
want (unless they specifically specify freedoom or don't have the
original game, in which case they should just install doom-wad-shareware
separately). The other doom clients (namely lxdoom-x11 and lxdoom-svga)
don't require doom-wad, so I see no reason for prboom to.

Hello,
Prboom does indeed depend on doom-wad, but this can be
provided by more than freedoom or doom-wad-shareware. If
you have the original WADs, you can turn them into a .deb
that you can install locally to satisfy the doom-wad
requirement using "doom-package".
The package description for prboom does explain this, but
possibly it could be made a little more clear.
