Autopoint contains this (as well as some other CVS references):

This is a royal pain in the ass for people who no longer use CVS, please
ask upstream to remove it. I also note that there is a new upstream,
perhaps it has fixed this issue, please package it for sid/experimental.

Your report says to remove the check that cvs is present, but this check
is there obviously because autopoint is based on cvs. Sorry, I'm not
going to rewrite autopoint, and I'm not going to bother the author with this
in the name of Debian, feel free to do it on your own.
