elinks appears to totally ignore /etc/elinks/elinks.conf.  And it's
not because it's in the wrong directory either: copying this file to
/etc/elinks.conf has no effect either.  In fact, strings
/usr/bin/elinks shows no trace of /etc/elinks, and an strace shows no
attempt to load any elinks.conf file.
