This worked just a second ago with 0.18-1 before I upgraded.  That one
had also asked me to run the upgrade command, which I did and then I
could set and delete tags.

Hi,

So, it appears as though this is not a bug.

I filed

https://bugs.launchpad.net/bzr/+bug/163908

upstream to clarify the error message to avoid this
problem.
