This looks like pear has broken depends but I'm not sure.
If you decide pear is to blame please reassign to
pear,php-services-weather so the bug keeps showing for
php-services-weather as well.

This was fixed in php-services-weather 1.4.2 by adding php-pear as a
build-depends (Build-Depends-Indep is currently not used).
