rt2400 and rt2500 have s390 packages in stable, which are the same as
the versions in testing when I filed this bug, so the packages shouldn't
actually be removed.  The lack of s390 binaries was blocking transition
of new versions to testing, but thankfully the source packages only
build arch:all binaries now.
