In Windows, like in Linux, you can drag the scrollbar in order to scroll.

In Windows, when you continue holding down the mouse and drag the
mouse pointer more than an inch away from the scrollbar, your entire
scrolling operation is undone. The scroll position snaps back to where
it was before.

To my knowledge, in Gnome, this does not work. It would be great if it did.
