This is really "a bug which has a major effect on the usability of a
package, without rendering it completely unusable to everyone.": If
system is so fscked up that ncurses and/or terminfo/termcap is b0rken,
then ex/vi with so called open-mode may be the only way to edit text.
For experienced vi-user it may be easier alternative than running
/bin/ed .
In addition, this bug is a violation against Unix-standards:

Those pages are from Single Unix Specification, Version 2, but I think
it haven't changed in later standards.
If you have a book called "Unix Power Tools", you can learn more about
open-mode in section "The ex Open Mode Can Be Handy". I have the 2nd
edition and that section is on pages 555-556.
Even nvi has this bug. Currently the only vi-clone with open-mode I am
aware of is this:
