I cannot use ftp to upload packages into a DELAYED queue.
I don't have direct ssh access to ftp-master, so I upload packages
via ftp. I would like to make an NMU, and so would like to use
the DELAYED queue. I can't do both.

the delayed queue is on gluck (for a long time now). Not ftp accessible,
but accessible for every DD using ssh.
