Dear package maintainer,

the libflickrnet2.1.5-cil package is shipping a library but without a
pkg-config file, this makes linking more complicated.

The Debian CLI Policy recommends (should have) this file though [0],
thus the absent is considered a bug [1].

Please provide a pkg-config file for the FlickrNet.dll library.
