When removing packages from my system, I unintentionally broke debconf
because 'apt-get remove' allowed me to remove the package 'whiptail'.
After that, debconf started to print:
debconf: (No usable dialog-like program is installed, so the dialog based
frontend cannot be used. at /usr/share/perl5/Debconf/FrontEnd/Dialog.pm line

Shouldn't there be a dependency that prohibits someone to delete all 'dialog'
programs if debconf is still (to be) installed?

No, debconf supports multiple frontends and will automatically use some
other one if whiptail or dialog are not available.
