Without cvs, the autopoint tool in gettext fail with an error:

[EMAIL PROTECTED]:~/src/gnutls-2.2$ autopoint
autopoint: *** cvs program not found
autopoint: *** Stop.
[EMAIL PROTECTED]:~/src/gnutls-2.2$ 

I believe the tool uses cvs internally.  I noticed there is a 'Suggests:
cvs', but I think it needs to be a 'Depends:'.  What do you think?

cvs is essential for autopoint, but autopoint is *not* essential for gettext,
so in fact cvs enhances the functionality of the gettext package.

After considering moving cvs to recommends, I still think it's better
that people read the readmes and not force (directly or indirectly) cvs
on anyone. Only those people who really need autopoint should install cvs.
