Comments/Problems:
When installing I've chosen russian language and ru_RU keymap. (Why did I have
to choose between ru and ru_RU? Where is the differ and why two options???).
Then, after loading fresh debian I got completely unreadable message in russian.
It must be a problem in selecting proper encoding. The last error messages was
something like:

cyr: -t - unknown command-line option

This bug was fixed in base-config 2.39:

base-config (2.36) unstable; urgency=low

  * Joey Hess
    - Make termwrap call cyr -f, not -t, for Russian. There still seem
      to be Russian display problems however.
    - No longer update the available file.
  * Colin Watson
    - Install read-edid and mdetect separately, as read-edid only exists
      on
      i386. Closes: #258690
  * Translations
    - Updated Polish debconf translation. Closes: #258557
    - Updated Spanish debconf translation. Closes: #258845
    - Minor corrections to French translations
