A little investigation showed that the command /usr/lib/yp/yphelper --maps localhost never returns anything on a slave server. For some reason the ypxfr_XperY cmomands would only transfer maps listed by this command. Reading the source code of yphelper shows that this is intentional because it would only show the maps that this server is master for. So we either need to change the way ypherlp works or change the ypxfr_XperY to do something else.
