/bin/dash does not "source" files in the current directory unless it is
in the $PATH, or the file is referenced as ./filename.
So all the lines in init scripts (/etc/init.d/vservers-legacy) that look like:
. $name
fail when used with dash as /bin/sh.
The scripts should be tested using /bin/dash as /bin/sh.

The version of util-vserver you are using is from sarge. If you do not
know, this version of the Debian operating system will no longer have
security support starting in April of this year. The problem you are
reporting has been fixed in subsequent versions of the initscript (in
fact vservers-legacy doesn't exist any longer).
I would encourage you to upgrade at least to etch in the near future.
