I install fluxbox and xfce4
then i make update-alternatives --config x-window-manager and chosen
/usr/bin/startfluxbox
but after startx i have xfce on my desktop not fluxbox.
If i remove xfce4 - i can choose between fluxbox and twm in update-alternatives
and always work fine.
If i install xfce4 again - startx load only xfce4.

This is expected behaviour.
Xfce is a desktop environment that ships a session manager so we have an
x-session-manager alternative. fluxbox doesn't. When you run startx it
looks for x-session-manager alternatives in preference to
x-window-manager alternatives so xfce wins.
Since fluxbox doesn't provide a session manager it can't ship an
x-session-manager alternative and since xfce does, we have to. There
isn't a good way out of this other than for you as a user to have a
.xinitrc which does exec fluxbox (or similar) when you want startx to
run fluxbox.
I'm closing this bug therefore but feel free to followup if you don't
understand why.
