OK. This is in fact not a bug. The uncommented line in the default
rules file is "SECTION NEW". If you do not put any rules there, then
you will certainly have an error. If you do not need any rules (i.e.,
the policy file is sufficient for your needs and you do not require any
exceptions), then simply do not use the rules file.
