To use libqttestrunner, you need to install libqttestrunner1c2a, as
directed in the libcppunit-dev package description:

 CppUnit is a simple Framework for incorporating test cases in
 your C++ code.  It is similar to, and inspired by, xUnit and
 JUnit.
 .
 Package libqttestrunner1 is required for using the Qt-based
 test runner GUI.

This is recommended by libcppunit-dev, but not required, since
not all users need the Qt test runner.
