Either I am doing something wrong, or the package of grub-pc is badly
broken. Shouldn't it vanish completely upon purge?

No, not really.  Maintainer scripts can't handle /boot as they please.  Adding
new files without overwriting anything (like postinst does) is mostly OK, but
removing them is never a good idea.  It could break boot!  We can't afford to
assume this risk.
